Kissinger and his delegation came to Beijing for the third meeting of the "China-US Track Two High-Level Dialogue", a gathering for dozens of retired prominent diplomats and officials from both countries. Former Chinese State Councilor Tang Jiaxuan and Kissinger led the two sides in the dialogue. The US delegation also included former Secretary of State George P. Shultz, former Secretary of the Treasury Robert Rubin and former US Chairman of the Joint Chiefs of Staff Michael Mullen."

These meetings were almost completely ignored by the U.S. media, even though current U.S. officials including Defense Secretary Robert Gates were present at previous sessions.

It really doesn't matter which party hack wins the U.S. election this fall; the so-called democratic process is irrelevant. This cadre of permanent, unelected "former officials" conducts U.S. policy behind the scenes for globalist organizations such as the Council on Foreign Relations regardless of which administration is in office. Rubin is the current co-chairman of the CFR, and both Kissinger and Shultz are former directors.
One might even call them agents of "an invisible government"...
